On behalf of the Arizona Narcotic Officers Association (ANOA), I would like to extend our sincere gratitude for the generous support and partnership we have received from Detective Sergeant Victor Galarza and The Vigilance Project.
We had the pleasure of hosting The Vigilance Project at our 37th Annual Training Conference in Phoenix in July 2025. The feedback was so positive and the demand for further training so great that we partnered again in November 2025 to host the course, “Understanding the Mexican Cartels’ ‘Narco’ Culture.”
Victor’s expertise is exceptional. He constantly updates his material to reflect the latest developments in the field. Students frequently provide feedback weeks after taking his courses, noting how the information directly aligns with what they encounter on the streets. The knowledge gained allows officers to execute investigations more efficiently and safely, protecting both law enforcement personnel and the community.
Recognizing the critical need for this training in Arizona due to our proximity to the border, Victor has generously donated both his time and travel expenses. Furthermore, he has donated funding to ANOA to help us continue providing essential training for law enforcement personnel.
